    This is the 1920 Japanese census badge which features a Japanese warrior standing on a mountain top with a rising sun behind. The reverse features a map of Japan, The census was taken every five years until the end of WW2 (1920, 1925, 1930, 1935, 1940) but due to end of war confusion, what should have been the 1945 census was done in 1947.
